Qualifications

BS in environmental science, biology, botany, or related discipline.  Master’s degree is preferred.

At least 10 years of experience performing natural systems evaluations.  This includes leading jurisdictional delineations, preparing JD packages, performing protected species surveys, and preparing permit applications.  GIS, technical writing, and agency coordination experience are also preferred.

Three Oaks Welcomes T. Russell Chander, II, and Cody Parks to Columbia SC Office

COLUMBIA, SC, November 30, 2017 — Three Oaks Engineering announced today that T. Russell Chandler, II, and Cody Parks have joined the woman-owned engineering firm’s Columbia, South Carolina office as Environmental Specialists.

Chandler joins the firm after several years of experience working in the South Carolina Department of Transportation (SCDOT) Environmental Service Office and is a Certified Erosion Prevention & Sediment Control Inspector (CEPSCI).  As a team member of the SCDOT Environmental Permitting section, Russell gained experience in performing wetland/stream delineations, developing jurisdictional determination packages, and preparing permit packages.  He has considerable experience providing regulatory agencies with narrative site assessments, wetlands/stream condition descriptions, avoidance and minimization efforts, construction sequencing plans, and mitigation for proposed impacts.  Chandler has developed solid relationships with multiple state and federal natural resource regulatory agencies.  

Chandler will provide his experience in these areas to Three Oaks and lead the natural resources efforts for the company’s growing South Carolina operations.  “Russell is the perfect addition to our growing Columbia office,” said Three Oaks principal Heather Robbins.  “We are excited he has chosen Three Oaks to continue his career.”  Three Oaks president Suzanne Unger Young added, “Russell shares our commitment to our clients and sustainability, and will be a tremendous asset to our team.”

Parks brings to Three Oaks a Bachelor’s of Science from Clemson University in Environmental and Natural Resources, with a minor in Wildlife and Fisheries Biology, as well as three years of professional experience in environmental consulting.  He holds Bats in Bridges and US Environmental Protection Agency Watershed Management certifications, and is a member of the Southeastern Bat Diversity Network.  Parks is also a member of the North Carolina, Georgia, and Kentucky Bat Working Groups.

Parks has had the opportunity to regularly communicate with regulatory officials and biologists from state and federal agencies. His experience includes herbaceous and woody vegetation surveys, threatened and endangered species surveys, habitat assessments, hydrologic monitoring, geomorphic surveys, benthic macroinvertebrate sampling, radio telemetry, aquatic surveys, wetland and stream delineations, and mitigation bank monitoring.   He has 500+ hours of telemetry experience, as well as 1600+ hours of contact experience with many different species of bats.  He has worked with bats on several different projects including surface mines in West Virginia, a 300+ mile long pipeline project in Pennsylvania, and multiple transmission line surveys. Parks has performed bat surveys in more than 10 states, focusing on the eastern and central United States.  He will provide his experience in these areas to Three Oaks and assist in growing the company’s bat survey services.

Three Oaks Welcomes Mark Freeman, Offers Traffic Engineering Services


THREE OAKS ENGINEERING WELCOMES MARK FREEMAN, OFFERS TRAFFIC ENGINEERING SERVICES

Durham, NC, June 22, 2017 — Three Oaks Engineering announced today that Mark Freeman, PE, AICP, PTOE, has joined the woman-owned engineering firm and will serve as director of the firm’s new Traffic Engineering and Systems Planning Department.

Freeman brings more than 20 years experience in transportation planning and traffic engineering to Three Oaks.  A registered professional engineer and professional traffic operations engineer, his areas of expertise include freeway and interchange capacity analysis, interchange justification and modification studies, corridor analysis, traffic impact analysis, signal analysis, travel demand forecasting, long-range planning, and alternative analysis.  In addition to growing the firm’s traffic department, he will also assist in opening a new branch office of Three Oaks in Raleigh, North Carolina.
